Recent developments concerning collective agreement decrees:
On April 1, 2026, the CAQ government introduced Bill 27 to improve the management and administration of collective agreement decrees: An Act to amend various provisions concerning collective agreement decrees and the construction industry. RADIEM acknowledges that the proposed legislation represents a step in the right direction, but notes that the government could go further by repealing certain decrees or, alternatively, transferring their management and administration to the CNESST (Quebec's Commission for Labour Standards, Pay Equity, and Occupational Health and Safety).
What RADIEM is advocating for:
RADIEM is calling for legislative and regulatory relief for the commercial cleaning industry. In both 2025 and 2026, the CAQ government introduced several initiatives to reduce red tape and make it easier for businesses to operate. RADIEM emphasizes that, in keeping with these objectives, the government should have included the abolition of collective agreement decrees as a means of further reducing the administrative burden. With this in mind, RADIEM issued the following press release:

RADIEM has prepared and submited a brief on Bill 27, with planned participation in parliamentary hearings to provide recommendations and propose improvements.
2024–2025
RADIEM has submitted structured comments on Bill 11 (Ministry of Economy, Innovation and Energy) as part of regulatory burden reduction initiatives, along with ongoing discussions with government authorities.
Multiple legal opinions addressing:
- mechanisms for abolishing the decree regime;
- alternative regulatory approaches (e.g., transfer to CNESST);
- economic and legal impacts of the current system.
